Introduction

Research and Consultation

We carried out research and consultation to find out what local people want, and used this information to develop the Sustainable Community Strategy for East Sussex. For example, we drew on extensive research carried out by a wide range of organisations in East Sussex including:

  • East Sussex Residents Panel
  • Black and Minority Ethnic Community Consultation
  • Fear of Crime surveys, and
  • Quality of Life Counts in East Sussex

We also took into account the results of public consultations carried out by others, including ESSP partners and the district and borough councils.

Consultation on Comprehensive Area Assessments
This consultation seeks views on proposals for the final framework for the comprehensive area assessment, which will help people hold their elected representatives and public bodies to account and make the most of their opportunities to influence local decisions. Consultation ends 20 October 2008.

National Indicators for Local Authorities and Local Authority Partnerships: Consultation on the deferred indicators
This consultation seeks views on the technical definitions of 13 deferred and revised indicators due for introduction in 2009. Consultation ends 31 October.

Consultation on the Future of the Local Area Agreement Reward Scheme
This consultation seeks views on proposals for a new method of calculating performance reward grant entitlement. Consultation ends 26 September 2008.

The Empowerment Fund: Consultation
This consultation seeks views on a draft prospectus setting out the Government's intention to launch a funding scheme for third sector organisations operating across England to empower communities. Consultation ends 30 September 2008.

Third Sector Partnership Board: Consultation paper on the third sector's strategic voice within Communities and Local Government
This consultation seeks views on proposals to enhance the Communities and Local Government Third Sector Partnership Board, including its future role and remit, membership and way of working. Consultation ends 30 September 2008.

National Framework for Greater Citizen Engagement: Discussion paper
This consultation seeks views on a proposed framework for greater citizen engagement, using innovative methods such as citizens' summits and juries to inform national policy-making. The paper also contains proposals for strengthening the process for petitioning the House of Commons. Consultation ends 1 October 2008.

Fair Play: A consultation on the play strategy
This consultation seeks views on proposals to create more and better opportunities for all children to play, building on the framework and investment laid out in the Children's Plan. Consultation ends 18 July 2008.

Higher education at work: High skills - High value
This consultation seeks views on what more needs to be done by employers, learners and higher education providers to equip the workforce with the skills required for an innovative and competitive economy. Consultation ended 7 July 2008.

Prosperous places - Taking forward the review of sub-national economic development and regeneration
This consultation seeks views on proposals to support regional economic growth in England. Consultation ended 20 June 2008.

Participatory Budgeting: A draft national strategy - Giving more people a say in local spending
This consultation seeks views on a draft participatory budgeting strategy to give people in every local authority area a greater say on how public money is spent by 2012. It includes exploring for the first time using 'community kitties' for projects to fight crime and tackle obesity. Consultation ended 10 June 2008.

Sustainable Communities Act 2007: Consultation on draft regulations and statutory guidance
This consultation seeks views on the draft regulations and statutory guidance for the Sustainable Communities Act 2007. The guidance is being developed by the Government following the Act coming into force on 23 October 2007. Consultation ended 12 May 2008.

Consultation on Developing a Comprehensive Blue Badge (Disabled Parking) Reform Strategy
The last review of the Blue Badge Scheme took place almost a decade ago and this consultation by the Department for Transport offers the opportunity to make sure the Blue Badge Scheme is fit for purpose in the 21st century. Consultation ended 17 April 2008.

Consultation: Crime and communities review - Have your say
This consultation seeks views on how local communities, the police, local criminal justice agencies and other local partners can best work together to reduce crime, raise community confidence, improve information to local people and lower the fear of crime. Consultation ended 11 April 2008.

Focusing English for Speakers of Other Languages on Community Cohesion: Consultation
This consultation seeks views on proposals to adapt the English for Speakers of Other Languages (ESOL) programme to provide extra help to specific groups. The aim of the proposals is to use the ESOL programme to promote community cohesion. Consultation ended 4 April 2008.

Home Access to Technology
This consultation seeks views on the proposed Home Access programme, which would ensure that every family with 5 to 19-year-old learners in England has access to learning where and when they need it through access to information and communications technology resources and support at home. Consultation ended 2 April 2008.

Consultation: Third sector strategy
This is a consultation to enable the Ministry of Justice to finalise its third sector strategy for England and Wales. It aims to strengthen the way the ministry works with voluntary and community groups to secure better public services and improve its policies. Consultation ended 20 March 2008.

Improving Specialist Disability Employment Services: Public consultation
This consultation seeks views on proposals to reform the department's disability employment services that help disabled people who have complex issues to find, retain and progress in work. The department is interested to hear from disabled people, employers and organisations who represent the interests of disabled people. Consultation ended 10 March 2008.

Face-to-Face and Side-by-Side: A framework for inter-faith dialogue and social action - Consultation
The Government announced a 10-point plan to build cohesion and tackle community tensions in October 2007. The plan included the specific commitment to develop an inter-faith strategy. This consultation is a first step towards this. Consultation ended 7 March 2008.

Streamlining Local Development Frameworks
The planning white paper made a number of proposals to streamline plan production, which would require changes to regulations and/or policy. This consultation seeks views on these changes. Consultation ended 19 February 2008.

Consultation on Comprehensive Area Agreements
Comprehensive area assessment will provide the first holistic independent assessment of the prospects for local areas and the quality of life for people living there. This joint inspectorate consultation invites views on proposals for the overall shape and scope of the assessment. Consultation ended 15 February 2008.

Creating Strong, Safe and Prosperous Communities Statutory Guidance: Draft for consultation
This draft document, which is subject to consultation, provides guidance to local authorities and their partners on creating strong, safe and prosperous communities. The guidance covers local strategic partnerships, sustainable community strategies and local area agreements. Consultation ended 12 February 2008.

Principles of Representation: A framework for effective third sector representation in Local Strategic Partnerships
This consultation seeks views on a set of guiding principles intended to assist the local third sector to organise itself and maximise the impact of its voice on LSPs. The document has been drafted by a third sector stakeholder group, facilitated by Communities and Local Government and is sector owned and led. Consultation ended 12 February 2008.

The new Place Survey: Consultation
This document sets out proposals for a new survey to be carried out by local authorities. The survey will ask local people for their perceptions about the area in which they live. The results of the survey will provide data for 20 of the new National Indicators. Consultation ended 8 February 2008.

Mental Health and Employment Survey
This survey is to help develop an Action Plan to meet the employment and training needs of people who have experienced mental illness throughout the South East of England. Survey ended 31 December 2007.

The Post Office Area Plan for Sussex
The Area Plan Proposal for Sussex is subject to local public consultation to ensure that the views of local people are taken into account before any final decisions are made by Post Office Ltd. Consultation ended 24 December 2007.

National Indicators for Local Authorities and Local Authority Partnerships: Handbook of definitions - Draft for Consultation
As part of the Comprehensive Spending Review announcement the Government recently published the single set of 198 national indicators that will underpin the new performance framework. The Government is now consulting on the detailed definitions of the set to ensure that the methodology for measuring individual national indicators at a local level is sound. The consultation seeks views on the methodology, frequency of reporting and data source of each individual indicator. Consultation ended 21 December 2007.

Risk Capital Investment Fund for social enterprise
This consultation aims to gather further evidence to strengthen the case that social enterprises encounter an equity gap when looking to expand their businesses, and to give a chance for comments on the proposed structure of the investment fund. Consultation ended 2 November 2007.

Third Sector Strategy for Communities and Local Government
In response to their Capability Review, the government is committed to publishing a strategy to set a framework for effective, on-going engagement with the third sector. Over the next three months, they want to hear from the third sector and other stakeholders on the direction on travel proposed.The final strategy will be published in the Autumn.

Improving older people's quality of life - consultation launched
East Sussex County Council has produced a strategy document about how it will work over the next three years to help improve older people's quality of life. This work will be done in partnership with other agencies. Consultation ended 31 October 2007.

Drugs: Our Community, Your Say
This consultation aims to provide an open debate on drugs by engaging with everyone who has a contribution to make, from professionals through to those with everyday experience. It calls on communities, families, experts and current and ex-drug users to let the Home Office know what they think can be done. Consultation ended 19th October 2007.

Draft Local Transport Bill
The draft Bill sets out the Government's proposals for local bus services, local transport governance and local road pricing schemes. Consultation ended 7 September.

East Sussex Economic Development Strategy
East Sussex Economic Partnership (ESEP) invites you to comment on, and sign up to, the refreshed Economic Development Strategy by 31 August. Click here to download a presentation about the consultation by Mark Pearson, ESEP Chief Executive.

East Sussex Compact Annual Review 2007
The East Sussex Compact Steering Group invites your input on what the Compact means to your organisation and your views on the East Sussex Compact Implementation Strategy 2007-2012, and  East Sussex Compact Action Plan 2007-2008. Consultation endec 31st August 2007.

Meeting the accomodation needs of Gypsies and Travellers
The South East England Regional Assembly (SEERA) is consulting on how many extra permanent pitches should be provided on Traveller sites in East Sussex and Brighton & Hove. Consultation ended 26 August 2007.

Planning White Paper
The White Paper sets out the Government's detailed proposals for reforming the planning system, which can affect developments in your local area and major projects like waste and transport. Consultation ended 17 August 2007.
