This guidance suggests ways in which councils, voluntary groups and other organisations can encourage a sense of belonging. It is aimed at local cohesion practitioners and will be particularly relevant where they are working in areas where building a sense of belonging is a key priority or where it supports the delivery of improved community cohesion in other areas.

Fair Rules for Strong Communities

Local e-Government and Social Inclusion: Moving from a digital divide to social inclusion
This study reports on best practice among local authorities in England in 2003 and 2004. It draws primarily on the experience of Beacon councils under round four of the programme of social inclusion through information and communication technology. It emphasises the ongoing role of councils as strategic enablers in bringing together public, private and voluntary sector agencies in tackling the digital divide. This report presents findings from research commissioned in order to understand the drivers of Black and Asian people's perceptions of racial discrimination in eight key public services. It report sets out the factors that contribute to perceptions of discrimination or fairness. Urban Design Compendium
This compendium, published by national regeneration agency English Partnerships and the Housing Corporation examines the factors that make neighbourhoods stimulating and active places in which residents feel comfortable and safe. It highlights leadership, integration, collaboration, long-term involvement  and legacy as being the five fundamental building blocks of sustainable development. Published 19 September 2007.

Respect Handbook: A guide for local services
This handbook is intended as an easy-to-use document that elected members, senior police officers and strategic managers in councils, as well as a wide range of other local services, can use to assess the services they provide. It reflects learning from around the country and is designed to help everyone implement the Respect programme locally. Published 2 August.

The Commission's report, Our Shared Future puts forward a wide-ranging set of recommendations for practical action to address cohesion and integration issues at a local level, along with suggestions for a national framework to support these.

East European Immigration and Community Cohesion

LAA Culture and Sport Toolkit
The Purpose of this online toolkit is to support Local Strategic Partnerships to embed culture and sport within their Local Area Agreement, provide clarity about how culture can support the aims of the sustainable community strategy and to raise awareness of the important contribution that culture and sport can bring to community life. The toolkit aims to link culture to national and regional strategies as well as with key policy areas.

Promoting Sport Toolkit
This toolkit is a collection of simple-to-use tools to help promote sport and active recreation to the public. It includes a library of community sport photos free for use in posters, leaflets, websites and adverts. There is a link to the promoting sport blog, which contains the latest research, announcements and information from Sport England on promoting sport.

Towards a Sustainable Transport System: supporting economic growth in a low carbon world
This document is the Department for Transport's response to the Eddington Transport Study and the Stern Review of the Economics of Climate Change. It confirms the Government's commitment to a transport policy that delivers economic growth and lower carbon emissions. It summarises the policy and investment plans over the period to 2014, and describes how the Government will implement a new approach to strategic transport planning for the period 2014-19 and beyond.
